On-Site Septic System Repair
Overview
Clallam Conservation District offers financial assistance to help homeowners repair or replace failing onsite septic systems. This initiative supports efforts to protect water quality and conserve natural resources. The program is run in partnership with Clallam County Environmental Health and is funded through grants.
How It Works
If you believe your septic system is failing and you may require financial help:
Schedule a Site Visit: Contact Clallam County Environmental Health at (360) 417-2506 to request a site visit. If you've already had an inspection by a licensed designer or inspector, they can initiate contact on your behalf.
Referral and Application: Environmental Health staff will collect details and refer your case to the Conservation District. The District will then apply for grant funding from the Washington State Conservation Commission. Approval may take several weeks.
Application Process: Once funding is secured, you’ll work with Conservation District staff to complete a Cost-Share Application and Cooperative Agreement.
Board Review and Approval: Applications are reviewed monthly by the Conservation District Board of Supervisors. Meetings are held on the second Tuesday of each month at 3:00 p.m. at 228 W. 1st Street, Suite H, Port Angeles (Armory Square building).
System Design and Repair: Upon approval, you’ll receive written notice to proceed with a system design. Your designer can assist with collecting bids for repairs.
Program Benefits
Covers up to 75% of eligible costs for repairing or replacing a failing septic system. Payments are made on a reimbursable basis.
Also covers County permits, system design, and soil evaluations.
Helps improve local water quality in the Clallam County Marine Recovery Area.
Eligibility
To qualify for the OSS Cost-Share Program:
You must live in a current Pollution Identification & Correction (PIC) focus area and have resided at your home for at least 12 months.
If outside a PIC focus area but within the Clallam County Marine Recovery Area, you must have been denied a loan for septic repair.
You must demonstrate financial need.
A minimum of three bids from County-approved installers is required. The lowest responsive and responsible bid will determine your cost-share amount.
Other Requirements Include:
Must be referred by Clallam County Environmental Health.
Must sign a Cooperative Agreement and submit a Cost-Share Application.
Repairs must be designed by licensed designers and permitted by the County.
Work must be completed by licensed installers.
Ongoing maintenance is the homeowner's responsibility.
Reimbursements are subject to IRS income reporting.
